No later than 45 days before each presidential preference primary election, primary election, and general elections
for overseas voter or absent uniformed services voter with requests already on file (blank ballots may also be faxed,
emailed or if system available in county, delivered online to this category of voters).
If the voter asks for a vote-by mail ballot to be sent other than by mail, then the ballot can be faxed or e-mailed or accessed online up to and
including the day of the election any time before 7 p.m. local time.

All other submitted requests are to be mailed out within 2 business days after receiving the request but no later
than 8 days before the election.
VOTING VOTE BY MAIL BALLOTS
The voter must personally vote the ballot (unless assistance is required due to blindness, disability or inability to read or write).
The voter must sign the return envelope certificate for the absentee to be valid. Vote by Mail ballots no longer require a witness.
RETURNING VOTE BY MAIL BALLOTS
Voted Vote By Mail ballots must be received in the Franklin County Supervisor of Elections Office no later than 7 p.m. on the day of the election.
Mail your ballot in plenty of time to be received in the Elections Office by Election Day.
The US Postal Service recommends that ballots be mailed to the Elections Office at least one week prior to Election Day to ensure they are received timely.
A voted ballot cannot be accepted at a polling place.
If a voter requests and receives a Vote by Mail ballot and later decides to VOTE AT THE POLLS, they must take the Vote by Mail ballot with them to be canceled at the polling place.
TRACKING YOUR VOTE BY MAIL
As of July 2010, any voter who has requested an vote by mail ballot can track online the status of his or her Vote by Mail ballot through your Supervisor of Elections' website.
CORRECTING A MISSING SIGNATURE ON YOUR VOTE BY MAIL
If you returned your Vote by Mail ballot to your supervisor of elections, but forgot to sign the ballot, your ballot will not count unless you complete and return the Omitted Signature Affidavit for Vote by Mail Ballot (DS-DE 139, eff 1/2014) no later than 4:30 pm two days following the election. Please follow the instructions on the form carefully, as failure to follow these instructions may cause your ballot not to count.
